Blue Springs EDC

Blue Springs EDC Presents A Closer Look - The "A Closer Look" email series provides you with an up close look into the extensive work required to bring in a new business to or expand an existing business in Blue Springs. The Blue Springs Economic Development Corporation does everything it can to ensure that Blue Springs is at the forefront of regional and national development opportunities now and in the future.

A Closer Look at O'Reilly Development Company

O'Reilly Development Company broke ground on The Parkway Senior Living community June 2014. This continuum-of-care community is a $22 million project located on 15 acres at the southwest corner of Adams Dairy Parkway and R.D. Mize Road. The new facility will feature 40 assisted-living, 32 memory-care and 76 independent-living units for seniors. The construction is expected to be completed by mid-2015.

Recognizing A Need

Every year, the number of Americans retiring increases and the need for more senior living facilities like The Parkway Senior Living community is growing. The EDC, recognizing a need for a senior living facility, was anxious to meet with O'Reilly leaders to discuss their plans for expansion. In late summer 2012, the EDC met with Denise Heintz, Partner and Director of Operations and Development at O'Reilly, to review the project as well as discuss growth trends, current developments and future plans. The EDC introduced principals at O'Reilly to Mayor Carson Ross, the City Administrator, Eric Johnson, and other city staff to discuss the project proposed for Adams Dairy Parkway and R.D. Mize Road.

 It Takes A Village

It truly takes a villages to get a project of this magnitude off the ground. There were numerous meetings with city officials, public meetings with local citizens, introductions to regional and statewide resources, including meetings on unique senior information technology and service programs developed by the University of Missouri-Columbia. Through these meetings, project introductions and advocacy by the EDC, The Parkway project started to come together.

Before the ink on the contract dried, planning was in place for a ground breaking. In early June 2014, after more than a year of hard work, and strong community engagement and support ground was broken for the new senior living facility. "Arrow Senior Living, like O'Reilly Development, is committed to promoting economic growth in its home state. The job opportunities that The Parkway project will provide will be a boon to the Blue Springs economy and is sure to encourage future development and growth," commented Stephanie Harris, CEO and principal of Arrow Senior Living.

"Both our market analysis and EDC's insight in the Blue Springs community dynamics further advanced this process to determine a community match and unmet demand in the market for a senior living community. As a real estate investment and development firm, collaborating with key community officials is critical for project support and development timelines. EDC's introductions to engage city officials and leaders inlcuding statewide resources in our project assisted the process to be seamless in its execution." – Denise Heintz, Partner and O'Reilly Director of Operations and Development
